Plenty of addresses sit outside any town line, in unincorporated New Hanover, Brunswick or Pender County. Those homes are still welcome here. For permits, unincorporated New Hanover goes to County Building Safety, and unincorporated Brunswick goes to Brunswick County Code Administration.
Whether a permit is needed at all depends on the job. Under state law, a like-for-like re-roof on a house that costs $40,000 or less usually needs none, as long as no more than 15% of the deck is replaced. Larger projects, added roofing and rafter or truss repairs do need one, and your roofer should confirm with the right office.
