Can I switch to metal on a house in a Wilmington historic district?

You can apply, but staff can't sign it off alone. Exterior changes there need a Certificate of Appropriateness, and a change of roofing material is Major Works for the Historic Preservation Commission, while an in-kind roof is the simpler Minor Works route. Until that window closes the roofer can't start or collect money, emergency repairs aside. The roofer's part is recording the damage and pricing the work; the claim itself is yours to settle with the insurer.
